EMPLOYMENT VERIFICATION BASIC PILOT PROGRAM

Many Americans focus on "secure borders" when they consider the battle against illegal immigration.  However, another area just as important is the hiring of people without proper legitimate identification.  simple in theory, but how can employers make that determination?

Many employers do little more than eye ball identification documents.  They say they lack the expertise and resources to proceed beyond merely looking at identification documents.

Federal laws such as Title 8USC Sections 1324 dealing with hiring and 1325 dealing with illegal entry provide specific guidelines.  However, the DHS does not enforce these laws.  Therefore, employers seldom face federal sanctions.

There are a number of companies across the country that do abide by the Rule of Law and are voluntarily using a federal program to verify identification cards presented by new employees.  The title of this voluntary program is:  Employment Verification Basic Pilot Program.  The program started in 1997 in 5 states and has grown by 40 % since it expanded nation wide in December 2004.  Near 1 million applicants are checked annually according to a USCIS spokesman.  In the past 3 years 83 % of applicants were authorized to work, 81 % were immediately cleared with 3 % within 24 hours.  No conclusive data was retained on the remaining 16 %.  It is unclear if they were trying to work illegally or if they became frustrated by the bureaucracy and gave up.

Employers enter a person's name, birth date and other data on a web site.  The information is then run through databases maintained by the SSA and USCIS. Employers are not advised of the applicants immigration status.  They simply receive a yes or no answer to the employees identification verification.  Companies using the program state the latest version is quicker and easier to use than what people think.  Employers using the program and advising new hires of the verification system could deter illegal aliens from presenting fraudulent identification.

No matter how efficient the program, it will only work if the government provides resources to enforce sanctions against employers who hire illegal aliens.
